How to use eCRIS Independent Expenditure Search option

The purpose of eCRIS Independent Expenditure Search option is to offer public users to search for and view Independent Expenditures filed with the SEEC promoting the election or defeat of candidates for statewide or general assembly offices & judges of probate. The Independent Expenditures may be reported by committees organized under Connecticut’s campaign finance laws using SEEC Form 20, by individuals using SEEC Form 22 and by any other type of entity, whether organized in this state or any other state, using SEEC Form 26. The first step in accomplishing the search result is to specify the search criteria (by default the check boxes for the forms criterion are pre-checked and you can use this criterion alone to get the entire universe of independent expenditures). Before you refine or specify any search criterion it is recommended that you articulate your search into a well defined statement. We have a wide array of search criteria so as to allow the public to quickly access the information they desire. In doing so, therefore a search which is not well defined can result in returning a large number of financial reports. We value your time and equally valuable to us is your ability to retrieve desired results.
 We offer these basic tips for you to consider when using eCRIS Independent Expenditures Search:
Independent Expenditures Search You can only search for financial reports which have been filed with the SEEC. For political committees using eCRIS, the financial reports which are in DRAFT mode are not disclosed to the public until filed by the designated officer(s) of the political committee.
 
Independent Expenditures Search Whenever possible only provide search criteria that you are certain of. We recommend that you provide the minimum required search criteria which meet your search needs. As you gain familiarity and understanding of data maintained and collected by the SEEC, you may find it useful to provide increased amount of search criteria which might result in the most precise result set you are looking for. We advise you to read the following sections which may prove useful in gaining understanding of the data collected by the SEEC. 

Independent Expenditures Search eCRIS Independent Expenditures Search criteria values specified by the users are NOT case sensitive. 

Independent Expenditures Search  Do NOT use wild card search characters (such as *, %, and so on) when specifying search values for the text type search criteria 

Independent Expenditures Search Do NOT use punctuations (such as -, ‘, “, !, +, ?, @, $ and so on) when specifying search values for the text type search criteria
Committee/Entity Name
This criterion refers to the name of the committee, individual or entity making the independent expenditures. Use this criterion to provide the full name or any part of the name. For example, if you type john for the Committee/Entity Name criterion then the search will return all financial reports for which the Committee/Entity Name includes the string value of john anywhere in the full name of the committee, individual or entity such as John Doe, Jim Johnson, John Doe Enterprises, Johnstown Independent Town Party Committee, and so on.
Form
This criterion refers to the Form used by committees, individuals or entities to report independent expenditures. Committees file financial reports using SEEC Form 20, individuals making independent expenditures file financial activity using SEEC Form 22 and any type of entity (i.e. corporations or labor unions), other than committees, making independent expenditures file financial activity using SEEC Form 26. By default the boxes for these forms are pre-checked and you can use this criterion alone to get the entire universe of independent expenditures.
Report Type
This criterion applies to Form type of Financial Reports only. Each financial report must be filed as one of the choices listed in the drop down list.
Received Dates
Reflects the date range within which the financial report was received by the SEEC.
Filed Year
Reflects the calendar year in which the financial report was received. Choose one of the year values from the drop down list to limit your search to a single filed year.
Period Covered Dates
Reflects the period covered date range for the financial reports.
Candidate
Use this criterion to provide full name or any part of the First and Last names of the candidate supported or opposed. For example if you type chris for the Candidate Name as the search criterion then the search will return all financial reports in which candidate supported or opposed full name includes the string value of chris.
Office
Reflects the office(s) for which the independent expenditures (to support or oppose) were made.
Show Amended History
By checking the radio button for the Yes option, you are requesting the system to return the historical changes to any given transactions, if any. To see the history click on the plus (+) sign next to the committee / entity name on the search results screen. If your search result does not show any plus (+) sign then there is no historical changes to any previously reported transactions.
Show Records
The default number of records displayed per page is 200, which is also the highest number of records that can be displayed per page; however you can change the number by choosing the desired value from the dropdown list.
